Q&A on the Airline Boarding Requirements for Certificates of Negative Nucleic Acid and IgM Anti-Body Tests Results

In order to reduce cross-border spread of Covid-19, starting from 20:00 on November 8th, 2020 local time, all Chinese and foreign passengers, who are bound for mainland China from Switzerland, will be required to take nucleic acid and IgM anti-body tests in Switzerland within 48 hours before boarding. Upon obtaining the certificates of negative results of both tests, passengers need to submit them to the Chinese Embassy in Switzerland or the Chinese Consulate General in Zurich (based on the consular district of the testing place) and apply for a green health code with the "HS" logo (for Chinese passengers) or a Health Declaration Code with the "HDC" mark (for foreign passengers).

Starting from November 10th, all foreign passengers shall log on the website https://hrhk.cs.mfa.gov.cn/H5/ via computers or smart phones and submit their application for approval.

The following Q&A are for your references:

1. Which medical institutions in Switzerland can provide nucleic acid and IgM anti-body tests? Where shall I get tested on weekends? Can both tests be done at two institutions separately?

In principle, the scanned copies of negative results of nucleic acid and IgM anti-body tests taken at a legal medical institution with testing qualifications in Switzerland can be submitted for approval to the Chinese Embassy in Switzerland or the Chinese Consulate General in Zurich. The relevant copies must contain such information as the applicant's name and date of birth, name of the doctor, name and address of the medical institution, sampling date, test results, preferably the applicant's passport number, etc.

Passengers can go to the proper medical institutions based on their specific circumstances. Both tests shall be conducted either at two medical institutions separately or at the same institution. If tested at two institutions, please fill in the application form with the earlier sampling date.

In order to provide more convenience to passengers, we have updated the list of relevant medical institutions, which are attached below, for references only.

Please make sure that you have the right type of tests and the appropriate sampling date before doing the tests, and that do not mistakenly conduct antigen tests, IgG anti-body tests, etc., which do not meet our requirements.

2. How to understand the requirements that passengers shall complete nucleic acid and IgM anti-body sampling and testing within 48 hours before boarding?

It is based on the sampling date instead of the specific hour of being sampled. For example, if you plan to board the plane on November 15, you are required to submit certificates of two negative test results with the sampling date from November 13 (inclusive) to November 15.

3. My flight is going from Switzerland via a third country to China. The transit time is left for only 1-2 hours. Can I take a flight in a third country with the health code or the HDC Form issued by the Chinese Embassy or Consulate General in Switzerland?

No. You need to perform the nucleic acid test and the anti-body test again in the transit country, and apply for the HDC code from the Chinese Embassy or Consulate General in the transit country.

It is recommended to choose a direct flight to China from the country of your current residence. If the condition does not permit, please contact with the immigration authorities of the transit country as soon as possible to learn whether both tests can be directly taken at the transit airport, or whether it is possible to enter the transit country for being tested and to reserve enough time for both tests.

4. Can I board the plane at the Zurich airport with the HDC Code issued by the Chinese Embassy or Consulate General in the country of departure, if I come to Switzerland by flight from a third country and take a direct flight from Zurich to China?

Not after 20:00 on November 8, Swiss local time.

There are no testing facilities in the transfer area at the Zurich airport. Passengers, who fail to enter Switzerland or have insufficient transit time, cannot conduct the tests and may run the high risks of being rejected to board the plane and getting stranded. Therefore, please take caution in choosing the transit flight via Switzerland to China.

5. How long will it take for the Chinese Embassy and Consulate General to review the applications? Can the approval be made on weekends? What shall I do if the HDC code is not yet issued 2 hours before boarding?

We will process the applications as soon as possible, even on weekends. If you have not received the HDC code prior to the flight departure, please examine whether or not it has been uploaded online successfully.

6. What are the special requirements for passengers flying directly to Beijing via a third country?

According to the notice on the Beijing Municipal Government's website, passengers who fly directly to Beijing by international flights should be citizens of countries or regions of the flight departure. If your flight is from Switzerland to Beijing via a third country, please contact the Chinese Embassy or Consulate General in the third country to learn whether or not you are eligible for taking the flight.
